Please read and familiarize yourself with all our rules so there is no excuse.

1         League Organization

1.1         The league shall hire officials at its discretion.

1.2         The league and individual teams have the right to raise money at their discretion to cover expenses.

1.3         Ice shall be rented by the league.

1.4         The regulations contained in this constitution shall apply to all pre-season, regular season and playoff games.

1.5         All players must be 18 years of age or older by October 1st of each season.

1.6         At all times while on the ice, all players must wear full equipment, including helmets.

1.7         A three-minute warm-up will precede each game, beginning at the scheduled start time.  Each game will consist of two 22-minute halves, running time.  The last three minutes of the 2nd half will become stop time unless one team is ahead by four or more goals with three minutes left to play.

1.8         A team shall consist of a minimum of six players, one of which must be dressed as a goaltender.  If a team cannot ice a team within the first five minutes of the first period, that team must forfeit the game.  An exhibition game may be played.

1.9         No player shall take part in any league ice-time without first signing an annual Waiver Form.

1.10      

2         League Governance

2.1         The league shall be governed by an Executive Committee, consisting of a President and one Director from each team.  The President shall be elected by the Directors to a one-year term.  One Director shall be appointed vice-president.

2.2         It shall be the role of the President to chair Executive meetings, to allow for debate, and to obtain democratic consensus from Directors on all matters. 

2.3         Each team shall appoint one of its players to assume the role of Director and to sit on the Executive Committee.

2.4         It shall be the duty of the Directors to see that all rules, regulations and procedures contained within the constitution be communicated to all players and enforced.

2.5         It shall be the duty of the Directors to attend all league meetings and to represent the interests of his team.  If a Director cannot attend an Executive meeting, a delegate shall be sent in his place. 

2.6         If a Director is subject to discipline under the rules of hockey or any provision of this constitution, he shall lose his voting rights and shall appoint a delegate to represent his team.

2.7         The Executive Committee shall appoint a Referee-in-Chief to sit on the Committee for a one-year term.

2.8         Teams will be selected by draft format.  Each year, up to five returning players from each team may be protected from the draft.  Each team may be represented at the draft proceedings by its Director and a maximum of one other team member.

3         Hockey Rules

3.1         The league will abide by the rules of the Canadian Amateur Hockey Association unless an exception is specifically identified in this section.

3.2         BODY CHECKING:  Body checking is prohibited.

3.3         PENALTY TIMES:  Penalties will be assessed as follows, regardless of whether they are assessed during running time or stop time:

3.4                  Minor Penalties                                    3:00 minutes

3.5                  Major Penalties                                    7:00 minutes                

3.6                  Misconduct Penalties                         10:00 minutes + 1 game suspension. If less than 10 minutes left in the game the suspension will be the next game.

3.7         MISCONDUCT PENALTIES:  A player who receives a third misconduct penalty in the same season will serve an additional 1-game suspension.

3.8         A player who receives a fourth misconduct penalty in the same season will be suspended for the remainder of the season.

3.9         ENTERING THE REFEREE’S ROOM:  No player shall enter the referee’s room following a game to discuss the interpretation of rules.  Any player who violates this rule shall be assessed a game misconduct penalty, and the incident will be reviewed by the Executive Committee to determine if further suspension is warranted.

3.10     MATCH PENALTIES:  Any player assessed a match penalty shall be suspended for a minimum of six games and the incident will be reviewed by the Executive Committee to determine if further suspension is warranted.  A second match penalty assessed any player will automatically result in expulsion from the league for the remainder of the season.

3.11     FIGHTING PENALTIES:  Any player who receives a game misconduct which accompanies a major penalty for fighting will be suspended for the next 5 games.  If there are fewer than 5 games remaining in the regular season and playoffs, the suspension will carry into the following season.

3.12     A second fighting major assessed any player in the same season will result in a 10 game suspension, which will carry over to the following season if the suspension cannot be served in the season of the infraction.

3.13     During a game, a goaltender who is assessed a fighting major may be permitted to finish playing the game, and will then serve an additional one-game suspension on top of any other suspension that may be applicable.

3.14     STICK INFRACTIONS:  Any player who is assessed 3 penalties in the same season for stick infractions (slashing, high sticking, cross-checking, spearing, or butt-ending) will serve a one-game suspension.  If a player is assessed 6 penalties in the same season for stick infractions will serve another one-game suspension and the matter will be brought before the Executive Committee for its review.  At the start of the playoffs, all players are deemed to have zero stick infractions.

3.15     LINE CHANGES:  While a penalty is being served during running time play (regardless of whether either team has a numerical advantage), players must change lines during the play and cannot change during a stoppage of play.  A delay of game penalty shall be assessed for violation of this rule. Regular season play is change on the fly also, playoffs will revert back to change on stoppages except during a penalty.

3.16     Any player receiving 3 minor penalties in one game will be suspended for the remainder of the game. His 3rd penalty must be served by a substitute so they can resume play at the conclusion of the penalty.

3.17      Multiple Majors: Any player receiving 3 major penalties throughout the season will be assessed an extra game suspension and be reviewed by the executive for further discipline.

3.18     Gross Misconduct: A player assessed a gross will be suspended until the executive can meet and determine severity and discipline.

3.19 Tie Breaker: As a trial for the 2010-11 season games that end in a tie will have a sudden death shootout. There will be a maximum 5 player shootout. If after 5 attempts the score is still tied it will rmeain a tie and each team will recieve 1 point. A team winning on shoot out will receive 2 points and a win in regulation is now 3 points.
